Homelessness and Poverty in Europe - International and European Perspectives
Paris, Friday 18 September 2009

FEANTSA's European Observatory on Homelessness in collaboration with the European Network of Housing Research Working Group on Welfare Policy, Homelessness and Social Exclusion are pleased to announce the 4th Annual Research Conference on Homelessness in Europe.  The theme for this year's Conference is 'Homelessness and Poverty'.  The conference will take place in Paris on September 18th 2009.

The Context
2010 will be the European Year for Combating Poverty and Social Exclusion.  The European Year 2010 aims to: recognise the rights and capacity of excluded people to play an active part in society; underline the responsibility of everyone in society to tackle poverty; promote social cohesion and disseminate successful practices on inclusion; and reinforce the commitment of all major political players to take more effective actions. The theme of the European Journal of Homelessness for 2010, which is produced by the Observatory, will be on Homelessness and Poverty and we hope that papers submitted and accepted for the conference will also be considered for publication in the 2010 edition of the Journal.

The Theme
The conference will focus on the intersection of dimensions of homelessness and poverty. A constant theme in research on homelessness is the role of material poverty. Poverty is cited as a crucial contributory factor, and in some cases, the key factor in causing households to enter homelessness, in maintaining their homelessness and blocking their exit from homelessness.  However, a rigorous approach to identifying the precise linkages between homelessness and poverty is lacking, and is often asserted rather than demonstrated. We are especially interested in papers that provide methodologically robust descriptions of the causal relationships between homelessness and poverty. We also welcome papers dealing with the relationship between poverty and homelessness that focus on the heterogeneity of homelessness, i.e. the degree to which homelessness is structured by gender, age, household composition etc.

Keynote Speaker
Marybeth Shinn, Professor of Human and Organizational Development at Vanderbilt University, Nashville, will deliver one of the keynote addresses; Professor Shinn is centrally concerned in using research to influence public policy and has published widely on the topic of homelessness. She has done collaborative studies with New York City's Department of Homeless Services, Human Resources Administration, and Department of Health. She has participated in State Policy Academies run by the Federal Interagency Council on Homelessness and served on research advisory panels for the New York City Department of Homeless Services and the National Low Income Housing Coalition, among others.
